You see it exactly as I found it. I know nothing about it former life, in terms of any alterations or such. The surround is the corrugated paper edge of the cone, just coated with a rubbery substance as was typical of many drivers I recall from those days, many manufacturers deliverying drivers from the factory with the coatings, and also the coating being available for DIY at most hi-fi supply shops of the day..On this driver, I don't know if this was applied by the factory or an owner. The quality of glue lines and felting around the horn/cone lead me to believe this is an original cone. If it was changed, it must have been done professionally way back in the day. I have had this driver for 20 years, and the guy that had it stored in a "barn" before me [mounted in an enclosure] said it was there for more than 10. That gives us 30 years or more that it has been unmolested.
The gasket pieces are very nicely cut, probably a die cut factory made part. Perhaps aftermarket???? I don;t know if this was a normal Altec part with 604s when new, or available as an option if needed for baffle back side mounting. Today front side mounting is very popular, but back in the 50s thru the 70s, rear side of baffle mounting was the norm. You had to take a panel off the enclosure to get to the driver from the inside. Now you just unscrew them and pull 'em off the panel from the outside.
